The City of Milan has moved the deadline for obtaining a Certificate of Static Suitability for buildings over 50 years old, if they lack static testing.

According to the law previously in effect, by Nov. 24, 2019, all buildings over 50 years old would be required to have a Certificate of Static Suitability.
Now, however, with the CIS Milan extension, it is slipping from Nov. 26, 2019, to Nov. 26, 2020, thus accepting the Comments to the TMP submitted in this regard in July.
According to estimates by Assoedilizia, there are about 30 thousand buildings that will have to be worked on (about 60 percent of the total).
About 22 thousand private buildings in Milan are more than 50 years old. There are 9 thousand already in possession of a static test certificate. Of the remaining 13,000, only 1011 are those who have prepared the necessary activities as of Sept. 24 to attain the certificate. And 958 are those who have already filed it.
This decision will be followed by a managerial determination. This determination will ensure that the extension will block the consequences of not showing the certificate of static fitness.
The Certificate, the City of Milan confirms, remains mandatory.
The fallout in case of noncompliance is extremely serious. In the event of failure to issue such certification within the prescribed time limits, the Building Regulations stipulate that the practicability of the building or the non-certified parts thereof shall be terminated.
Currently, the requirement to attach the certification when buying or selling the property is also suspended.
Duty to intervene
It should also be noted that a good portion of the filed CISs contain prescriptions for safety interventions of identified critical issues to be carried out within two years. Action should be taken to prevent and resolve hazardous situations, even if they involve secondary or accessory parts such as railings or ledges.
Recall that the same obligations will apply by 2024 for buildings that have been tested for more than 50 years (or will have reached 50 years by that deadline).
