We often hear about PNRR, but what exactly does this acronym mean?
NRP indicates the National Recovery and Resilience Plan. This is an investment program put in place by Italy to access European resources allocated by the Next Generation EU that includes investment shares for Green projects (37 percent) and Digital projects (20 percent).
The missions set by the NRP are ambitious, aiming to revive the Italian economy after the Covid-19 pandemic.
What are the projects funded by the NRP?
The main areas in which the interventions in the NRP are located are as follows:
- public administration
- justice
- simplification
- competitiveness
The resources available to Italy and allocated in the plan amount to 191.5 billion euros, broken down into six specific missions:
- digitalization, innovation, competitiveness and culture
- Green revolution and the ecological transition
- infrastructure for sustainable mobility
- education and research
- inclusion and cohesion
- health
In addition, in order to finance further interventions, the Italian government has provided a complementary fund of 30.6 billion euros, bringing the total investments of the NRP to 222.1 billion euros.
In order to achieve the missions outlined in the plan, the funds received from Europe were used in the form of both investments and reforms. The various Italian ministries, depending on their areas of responsibility, apply the resources available to them, carrying out a wide range of measures that are complemented by the flagship projects of the regions.
In fact, each region has chosen some specific projects of particular strategic relevance to individual areas.
Education and research
Focusing in particular on Mission 4 on Education and Research., thanks to the correct seismic vulnerability analysis for school buildings, municipal governments have been able to benefit from significant non-repayable grants for the structural safety of existing buildings, or to build new ones to replace the existing ones to be demolished, with the additional purpose of encouraging a progressive reduction in energy consumption while also contributing to the climate recovery process (increased structural safety and improved energy classes).
The interventions considered by the Ministry of Education-NRP Mission Unit focused on specific categories of activities (types a-b-c-d) and complied with specific cost per square meter ceilings within which to contain spending.
Attention was then paid to the pursuit of the milestones and targets set out in the NRP and to meeting the planned timeline milestones (work is to be completed by December 31, 2025, and acceptance by March 31, 2026)

As part of the PNRR National Plan for Recovery and Resilience call, Teknoprogetti is working on several seismic vulnerability assessments aimed at obtaining major funding for securing school assets.
Specifically, the verification of the building is carried out according to the following procedure:
- Historical critical analysis of technical documentation in possession
- Structural survey and execution of nondestructive testing aimed at achieving knowledge level LC2 as required by NTC 2018
- Performing numerical analysis with finite element model
- Determination of seismic risk indicators.
The know-how and skills acquired by Teknoprogetti engineering srl allow the company to take care of both the field investigation and diagnostics part and the seismic restitution and analysis activities up to providing the Client with the seismic vulnerability parameter ζ as a parameter needed to access funding
We highlight some of the most important funding obtained by public administrations through collaboration with Teknoprogetti:
- The municipality of Vimercate (MB) has received funding of more than 1 million euros for the redevelopment of the Girotondo kindergarten in Via XXV Aprile
- The municipality of Vedano al Lambro (MB) has received a grant of more than 6 million euros for the construction of a new Primary School in the complex of the Istituto Comprensivo Giovanni XXIII
